The Kapsch Group was founded in 1892 by Johann Kapsch in Vienna, Austria.
In the early 1990s, the Kapsch Group entered the road traffic telematics business supported by selected acquisitions, including the acquisition of the automatic fee collection division of Bosch Telecom, Germany (1999), and Combitech Traffic Systems AB, Sweden (2000). Research and Design Institute of Regional Development and Transportation (RDIRDT) is an engineering and consulting company, engaged in design and research-and-development of transport and road infrastructure, as well as technical, economic, sociological and environmental research.
Over the years, RDIRDT have developed federal and regional programs for transport and road sectors, over 450 projects for improvement and development of transport infrastructure, 300 scientific and research works for federal and regional authorities. The Coordinating Transport Conference of Member Countries of the Commonwealth of Independent States (CTC CIS) was formed in 1991 by decision of the heads of state of the Commonwealth of Independent States, and its members are the CIS countries represented by their transport ministers.
The CTC CIS has the status of observer at the European Conference of Transport Ministers (ECTM), of partner in the sectoral dialogue of the Black Sea Economic Cooperation Organisation (BSEC), and of a member of the UN Economic and Social Commission for Asia and the Pacific (UNESCAP).
The CTC CIS cooperates with a number of international organizations and associations, such as the Shanghai Cooperation Organisation (SCO), Central-Asian Cooperation (CAC), EuroAsian Economic Community (EurAsEC), International Road Transport Union (IRU), Inter-State Aviation Committee (IAC), Intergovernmental Council of Highway Operators, and others.
The role of the CTC CIS in these international organizations is that of a representative of consolidated interests of the CIS countries in the area of transport.
The chief objective of the CTC CIS is working on a set of issues involved in building up a common transport space and providing for efficient functioning of the transport industries of the CIS member countries on the basis of coordinated standards.
The CTC CIS pays special attention to improvement and coordination of transport legislation in accordance with international conventions and agreements.
The Coordinating Transport Conference is presided over by the transport minister of the Russian Federation (as a standing position), and three deputy chairpersons are elected from among the CTC members for a term of three years.
At the present time, the chairman of the CTC CIS is Transport Minister of the Russian Federation Igor E. Levitin.
The standing working body of the CTC CIS is the CTC CIS Executive Committee (CTC CIS Executive).
The chairman of the CTC CIS Executive at the present time is Chingiz Sh. Izmailov.
